Main Street Municipal Building (MSMB) has reopened to the public. Our offices will remain open and operational at a limited capacity.
The Planning and Community Development Department helps ensure the community develops in a safe, efficient, and attractive manner and strives to achieve quality development enhancing the quality of life for our residents, neighborhoods, and business community. Additionally, the Department facilitates investing scarce public sector resources in targeted areas so to bring about new development and redevelopment advancing Garland’s vision for the future.
Long-range planning is essential to the growth and development of Garland as a desirable, vibrant community. This division is responsible for the creation and implementation of the Comprehensive Plan, small area planning, and other long-range planning efforts within Garland.
Zoning & Development Review
The Zoning and Development Review division is charged with administering the land development process to ensure compliance with the City’s development regulations. This division leads the Development Review Committee (DRC) by facilitating the development application and review process. It also serves as the contact for zoning information and property addressing.
The City of Garland’s neighborhood programs actively engage residents in a community partnership promoting the vitality and desirability of Garland’s neighborhoods. This division oversees the development of the City’s Strategy for Vital Neighborhoods and neighborhood planning initiatives. This section is also home to the Office of Neighborhood Vitality, which provides training and resources to active neighbors and resident-based organizations.
